PhD in Law from the Complutense University of Madrid, with a distinction “Cum Laude” by unanimity of the Jury. Registered Attorney in the Honourable Bar Association of Madrid. Master in Business Administration, IDE; Graduate of IESE (AMP); Graduate of Harvard Business School (OPM50).

Former Commissioner of the National Commission of the Electric System and the National Energy Commission of Spain (appointments by Royal Decrees 622/1999 and 625/1999 of 16 April), and a founding member of the European Council of Energy Regulators, and editor-rapporteur of the founding document

Former Special Advisor to the European Commissioner for Energy, Transport; and to the Commissioner for Institutional Affairs of the European Commission (1994-1999).

Former (2000-2005) Managing Director of the FCC Group (Fomento de Construcciones y Contratas, S.A.), member of the Group Management Committee, with direct organizational and functional unit to the Executive Chairman and Board Member of various companies.

Former Chairman-Founder of Lightsource Renewable Energy Ltd. since its constitution in 2010, the largest British company in the field of Solar P.V. in the European Union.

Former Secretary General and Secretary to the Board of Directors; Director of the Legal Department and Chairman of the Legal Committee of UNESA as well as Chairman of the International Relations (1987-1998).

Former member of the Managing Committee of EURELECTRIC (European Grouping of the Electricity Supply Industry) and UNIPEDE (Union of the International Producers and Distributors of Electrical Energy), presiding over some of its meetings; Member of the Organizing Committee of the World Solar Summit and Special Adviser to the Energy Program of UNESCO.

Former member of the Stakeholder Expert Group on Public Procurement (former Advisory Committee on the Opening of Public Procurement) of the European Commission, in several mandates, between 1993-2015.
